“No further dilatory action will be allowed,” This is the firm decision of Senate president Therese Murray referring to the proposed construction of 3 full scale casinos in Massachusetts. The senate is gearing up for a possible vote set on this week. The Senate president will not entertain any more delays. Some members of the Senate however cannot see how the vote will come easy. Republicans still have amendments that Democrats still do not agree upon involving matters on tax rollbacks and alcohol tax appeals. Senator Bruce Tarr explains “There are strong odds, to use a gaming term, that we’ll see some votes on some of those matters tomorrow.”
Senate Preside Murray may have allowed delaying tactics from members of opposing interests as a courtesy, but these delays on making a final vote will no longer be allowed says Murray. “The courtesy of laying on the table is over,” she fearlessly told media after the sessions. Senators against the bill, one of which is Senator Cynthia Creem have been convinced that the bill will pass, even against their own vote. “It’s going to happen,” she said. However, Creem stays firm in voting against the bill as she personally thinks the senate need to “move on” to the numerous issues that the Senate is not working on. She too believes the bill will face its finality and that all attempts to delay are done. Opposing groups for the casino bill still hold on to hope that negotiations with the House version will still be done before July ends. Other senators like Senator Susan Fargo stays mum on their opinion of the outcome, and will “just wait and see what happens…”
Senator Mark Montigny on the debates on Wednesday questioned the amendment to lift the restriction on a piece of land in Fall river, the restriction states that no casino, or any gaming facility will be constructed on the land. The amendment to lift this restriction is supported by Senator Joan Menard, and will allow the Mashpee Wampanaoag tribe to build their own casino on that 300 acre land. Montigny is opposing this amendment stating that the lift is against the “spirit and substance” of existing laws of land restrictions. Environmental groups have been urging the senator to vote against the amendment because this will affect the preservation of the forests in the area. Montigny suggests a new bill be passed to go against the amendment that will also require a 2/3 vote.
Menard however opposes Montigny and the attorney general also agrees with Menard saying that the main purpose of the lift amendment is to put the land in Fall River to economic use. She thinks the environmentalists request against the amendment is a “snobbery” of the potential economic benefits of gaming for the state and its people. “The argument that this land should not be used for economic development that the city of Fall River wants, and my district, where there are 10,000 people looking for work, is not on the table anymore,” reiterated Menard.
The Mashpee Wampanaoag tribe is staying firm with their proposal for the 300 acre casino as it will also generate local employment as well revenues . In fact Washpee leader Cedric Cromwell says that investors of the said project are only waiting on the amendment and everything else is ready to go. “We can put a shovel in the ground faster than anyone because we have investors ready to go. ” the tribe leader said. In the event the Indian Casino will rival one of the casinos proposed to be built on the Southeastern part of the state.
