David Cordish, the developer of the upcoming largest casino in Maryland announced that he is planning to install 2000 slot machines that would be operational before construction of the casino finishes. The operation of the slot machines is to be only temporary and is projected to commence operations by 2011. Joe Weinberg, director of development for the Baltimore-based Cordish Cos told the state’s Video Lottery Facility Location Commission, “To expedite the project, we looked at a lot of different options”. “We’ve been using the word temporary, but this is really a phasing in of the permanent project.”
Though the temporary casino would contain only half of the total proposed slot machines, it would still be the largest gambling house of Maryland. The company aims to deliver impeccable service at the projected slots parlor. Citing the recently built casino, the Seminole Hard Rock Hotel & Casino, Joseph Weinberg said, “We did this exact approach in Florida and it worked extremely well.” Cordish Cos. plans to construct the building in two phases. The first level is the garage which will hold half of the authorized 4750 slot machines and include a bar and a buffet.
The first phase is predicted to be completed by late next year. “It should be open by the fourth quarter of next year,” Weinberg said. The first installation “will have the feeling of a permanent casino,” Weinberg said. He also added that gamblers will be able to buy food and drinks in the temporary casino, “sort of like an expanded Starbucks.”
But the establishments like the Cheesecake Factory, a Rams Head-brand live music venue and a Bobby Flay restaurant will be available in the final building. The garage will be opened for parking vehicles after the second phase of construction is finished. The estimated time for the construction of phase two is one year after the completion of the first phase. “We anticipate no longer than a one-week period for us to shut down the first phase and convert to the second,” Weinberg said. “We’ll have the first phase of the casino going right up until we open the second phase.”
Some people wanted Cordish to build a temporary tent-like facility as they did so during the construction of the Indiana Live! Casino. But the slot commission said that the same plan may not be successful here at Maryland; Hence the reason Cordish wanted to offer the customers a permanent structure rather than a tent-like short term gambling house. “I don’t think the tent facility would fly here,” said D. Bruce Poole, a commission member. “They are going to start with a true building instead of a tent.”
Rick Abbruzzese, a spokesman for Gov. Martin O’Malley, also sounded upbeat about the Cordish proposal. “It could be a nice facility that will attract more customers,” he said. “It sounds like a substantial structure.” The application of the Cordish’s permanent casino is under process and expected to be approved by early next year but they have not submitted the application for their short term garage casino. “I’m interested in seeing this process move forward consistent with all the requirements of any other applicants,” said Leopold, a Republican. “The county and state both need the job creation and the revenue.”
“I’m confident that the county is going to take a strong look to make sure there’s adequate parking and the traffic system is appropriate,” said Jones, a Democrat. “It will be a delicate balance because certainly the county is looking forward to the revenue they’ll be providing.” Some changes might come for the construction of the Maryland Live! Casino. The initial plan was to build a casino in a 200000 square feet area consisting of a six-story garage with 4000 parking spaces. Commissioner Linda Read asked for the number of workers needed during the construction process of the first phase. But the developers claimed they were still finalizing their plans.
The county council approved the zone for a casino a year ago; Fifty six percent county voters approved the referendum on November 02, 2010.
